Dumanjug Crafts Plan for IAD Program, Institutionalize Purok System

As part of its initiative to implement various disaster risk reduction management (DRRM) porgrams, the Municipality of Dumanjug partnered with the IAD Program Team of the Ramon Aboitiz Foundation Inc. (RAFI-IAD) to conduct a two-day team building and action planning session.

The activity, attended by barangy officials and department heads, was held last Feb. 21-22, 2018 at the town’s Macoy Gymnasium.

The town’s DRRM office requested to capacitate the barangay officials through the purok system in preparation for the implementation of various DRRM programs in the puroks.

With the town already having an executive order for the programs and that the DRRM office will be involved, the IAD Program Team of the Ramon Aboitiz Foundation Inc. (RAFI) partnered with Dumanjug’s DRRM officer in cascading the IAD program to the barangays and puroks in preparation for the creation of development plan and vision for the entire seventh district, where Dumanjug belongs.

Training proper

The sessions during the training included team building exercises. Debriefing every after activity was facilitated by the RAFI-IAD Program Team to get insights and reflections from the participants. Department heads and barangay officials were also taught the relevance of unity, trust, teamwork, and commitment especially in implementing DRRM program or projects.

The change and adapt framework, purok system, and the integrated area approach were discussed. Most of them agreed that it was important to have good leadership and to have better appreciation of the value of community empowerment and collaboration.

“We will push this mechanism as this is very relevant in cascading our DRRM programs and even the implementation of the IAD Program, considering that it is a challenge monitoring 37 barangays. I’m so thankful that RAFI helped in realizing this training. We hope for more meaningful engagement and collaboration efforts especially now with the IAD Program,” said DRRM Officer – Dumanjug Ritchel Canete.

Output

As a result of the training, the particiipants were able to develop two action plans. The barangay officials plan to institutionalize the purok system and will meet again through a technicl working group to discuss the details of the process of institutionalization. The IAD Focal Team, meanwhile, plans to conduct a regular meeting to discuss the program to other department units. They will also come up with ways to support the IAD program on the data gathering or the inventory of local govenrment uit (LGU) assets which will be used for the visioning for seventh district scheduled in April.

Mayor Rainero “Rene” G. Asentista gave his closing message on the last day of the workshop,

“It is important that you apply the learnings that you get from this activity, what you have realized and reflected on will be useful especially when you go back to your respective offices. It is important to collaborate with each other, and support as a team like this development for the IAD Program for the seventh district,” said Mayor Rainero Asentista.

Dumanjug is a third class municipality and is one of eight LGUs comprising the seventh district.

The Integrated Area Development Program of the Ramon Aboitiz Foundation, Inc. (RAFI-IAD) provides Local Government Units (LGUs) with technical assistance towards socio-economic development.
