RAFI stands for the Ramon Aboitiz Foundation Inc. It is a non-stock, non-profit organization established in 1966 by its founder Don Ramon Aboitiz. It is accredited by the Philippine Council for NGO Certification (PCNC) and a member of the Association of Foundations (AF).

RAFI is located at 35 Eduardo Aboitiz Street, Tinago, Cebu City. It is in the heart of Parian, the historic trading site of Cebu.

RAFI is a social development foundation committed to “touching people, shaping the future”.

Throughout RAFI’s 50-year history, the foundation has developed competencies and insights in community development.

Currently, the foundation is operated by a permanent team of more than 160 employees of multi-discipline. It is ready to upscale models and best practices in development.

RAFI’s role is to provide the architecture of participation, setting the stage for partnerships, coalitions and project management by working with local government and civil society in bringing about positive change.

The position as an “architect of change” calls for the foundation to be:

  • Collaborative—adhering to an inclusive process as a venue for sharing knowledge to gather the best resources, and providing opportunities to establish partnerships;
  • Holistic—conceptualizing programs that look into multi-issues and draw comprehensive solutions, according to the foundation’s and the partners’ resources, with the end of empowering people; and a
  • Role Model—leading communities to sustained change and results by utilizing best practices at the same time exploring innovative solutions and setting an example to other development partners by promoting their work and causes.

RAFI is a family-based foundation that is rooted from the philosophy of our founder, Don Ramon Aboitiz, that “the dignity of man is best respected by helping him realize his hopes and by sharing with him the burden of his fears.”

The Aboitiz Group of Companies remains RAFI’s partner.  It has a corporate social responsibility arm, the Aboitiz Foundation Inc., or AFI.

Ramon Aboitiz founded RAFI in 1966.  He was born on November 16, 1887, and closely assisted his father in the family business. From there, he learned the intricacies of business, by involving himself with the menial tasks and mingling with the laborers.  Despite his very busy schedule, he still found time to do charity work, from distributing simple giveaways to financially supporting the causes of charitable institutions.  He died on May 4, 1974.

Various areas in Cebu province as well as from neighboring provinces and regions in the Visayas and Mindanao have benefited from RAFI’s services.

RAFI provides more opportunities by making grants available for program and interventions designed to uplift human dignity and lead to community transformation.  RAFI works with other stakeholders in achieving these goals through its two grant-giving programs, the RAFI Education office (formerly known as the Office of Humanitarian Relations Services) and the Dolores S. Aboitiz Children’s Fund (DACF).

DACF focuses on programs or interventions for children.  Program clientele/beneficiaries can be normal children up to 17 years old as defined by the United Nation Children’s Rights Commission and special children whose age can be higher.

Meanwhile, the RAFI Education office focuses on programs or interventions addressing marginalized or vulnerable sectors of the youth and adult population.

RAFI provides financial support under two funding categories—RAFI Development Fund and RAFI Executive Fund.

The RAFI Development Fund is a grant facility for long-term programs or interventions of eligible partner institutions whose programs are eligible as defined under RAFI’s set criteria.

Programs/interventions under this call shall go through a standard screening and evaluation procedure to determine the merits of the program and the credibility of the proponent.

The RAFI Executive Fund, on the other hand, is another grant facility for short or medium term program / interventions or requests for special assistance (e.g. medical assistance, emergency and disaster relief, small-scale infrastructure projects, scholarships, and sponsorships and donations) of eligible partner institutions or those endorsed by the members of Executive Committee or Board of Trustees.

Recipients of this fund need not go through the standard screening process as the RAFI Development Fund grantees. However, program/project implementation shall still be monitored and evaluated.


Preliminary application for the RAFI Development Fund may be done online or can be downloaded from RAFI’s website, Project Concept Application (PCA) Form.  Fill up all the required information needed and mail to the Ramon Aboitiz Foundation Inc., 35 Lopez Jaena Street, Cebu City.  For those with no internet access, you may personally visit the Ramon Aboitiz Foundation Inc. and ask for a copy of the PCA Form.

To apply for the RAFI Executive Fund, submit a letter of request or sponsorship addressed either to the RAFI president or board of trustees, executive committee members, chief operating officer, or directly to the head of the grant-giving programs.

The facilities of RAFI include the Eduardo Aboitiz Development Studies Center, Eduardo J. Aboitiz Cancer Center, Casa Gorordo Museum, Kool Adventure Camp, School Rehabilitation Program schools, and the branches of RAFI Micro-finance (formerly Cebu Micro-Enterprise Development Foundation Inc.).

The Outdoor Education Center of RAFI Kool Adventure Camp is located in Barangay Cansumoroy, Balamban, Cebu and features reflection kiosks, low challenge elements, learning rooms, indoor challenge elements, challenge ropes course, tent areas, pond and hike trails, conference rooms and  multi-purpose halls, kitchen and dining hall, youth bunk houses, corporate bunk houses, and executive cabins.

RAFI Micro-finance has branches in the provinces of Cebu, Bohol and Leyte. Branches in Cebu Province can be found in Cebu City, Argao, Bantayan, Barili, Bogo, Camotes Islands, Liloan, Naga, and Toledo. Branches in Bohol include Talibon, Tubigon, and Dauis. In Leyte, RAFI Micro- finance branches are in Baybay and Sogod.
