RAFI, LGU Balamban Partner to Strengthen Foundational Learning and Youth Leadership

In Balamban, lasting progress begins with a simple but powerful belief: invest in people, and the rest follows.

This shared vision took another step forward as the Ramon Aboitiz Foundation Inc. (RAFI) and the Municipal Government of Balamban formally signed a Memorandum of Agreement (MOA) on June 29, 2026, strengthening their commitment to improve foundational learning for children and cultivate active, engaged young leaders.

Held at the Balamban Municipal Hall, the signing brought together Hon. Amos C. Edwin Cabahug, Municipal Mayor, Engr. Archilus A. Piodos, LGU Project Manager for basic education intervention, Erneil C. Copas of the Local Youth Development Office, and Hon. Nino P. Bayno, SK Federation President.

More than a ceremonial signing, the partnership reflects a shared commitment to ensuring that every child builds strong literacy and numeracy skills by the end of Grade 3, while every young person is empowered to participate meaningfully in nation-building and community development.

Through the collaboration, RAFI will work alongside the Municipality of Balamban in implementing its basic education and youth development initiatives, combining technical support, capacity building, and local leadership to create lasting impact. In turn, the local government has committed to providing the institutional and legal support needed to sustain the programs, including the formation of a dedicated Local Government Unit Project Management Team and the mobilization of key offices and stakeholders across the municipality.

For Mayor Cabahug, these investments are central to a much larger aspiration. He shared his vision of Balamban becoming a city one day. Reaching that goal, he said, begins not only with infrastructure or economic growth, but by investing in people—children who learn to read with confidence and young people who grow into capable, engaged leaders.

Together, RAFI and the Municipality of Balamban are laying the groundwork for stronger schools, empowered youth, and communities that are equipped to shape their own future.

Because at its heart, this partnership is about more than programs or policies. It is about a child in a Balamban classroom discovering the joy of reading. It is about a young person gaining the confidence to lead and serve. It is about a community choosing to invest in its people today, believing that they will build the Balamban of tomorrow.
